    This can be easily done without any eden spark upgrades.

    Fast travel to the Argo police station in Prima.

    Go to the top of the tallest tower in the police station. Look down and wait for 10-12 soldiers to appear. Note their location and blast away.

    if it doesn't happen after a couple of shots of the eden spark. Just fast travel back to argo and restart the process.
