I can confirm this achievement is working as fix as of 2020. The bomb is a super rare random encounter you find while exploring the underzee. You know, those blue spirit sprites you see everywhere and then turn into ships/enemies/weird stuff? those are the random encounters. It took me like 6 hours exploring the underzee with my zubmarine until I finally found one. This is what it looks like:  BUT get this... in order to get this achievement, you must successfully pass a Chance check at 50%. So, even if you find one (maybe I was unlucky and its more common in other people's game) even if you find one, you have 50% of NOT getting the achievement. If you fail, I strongly suggest you reload your last autosave if you can and hope you find it at the same spot again. My luck about not finding the bomb gave me enough luck to pass the check on my first try, so Im not sure if the above would work. I found my bomb a little bit east of Fallen London out of all places.
