    The max level is 23. To get so far you have to finish the campaign twice.

    The game has a NG+ and all of your progress will carry over to the "new" save file.

    I would recommend playing the game on easy mode first, getting all of the collectibles, and then just rushing in hard mode for the other achievement. The second playthrough shouldn't be longer than 5 hours while the first will be around double that.
