This achievement is a bit buggy. It triggers not always. I recommend to get this achievement before completing Plaza level for the first time. If you’ve already completed this level, turn off steam cloud for this game, delete save file from AppData folder, reinstall the game and try to collect all time rings again. The achievement will pop up as soon as you collect the last time ring. No need to complete the level.
