On the planet 'Jemison' (where New Atlantis is locatated), Scan the planet for an area called 'Deciduous Forest' and land there. You can get all 500 flora here by just running around for a little over an hour.

You can buy shielded cargo and scan jammers from Lon Anderssen at Red Mile or Jasmine Durand of the Crimson Fleet. Modify your ship and add the shielded cargo to it after you purchased it.

You can find contraband anywhere throughout the game, I found one in the Red Mile area in one of rented rooms upstairs. Add the contraband to your shielded cargo and fly to a major city. (SAVE BEFORE FLYING THERE) then hopefully you pass the checkpoint.
