To get this achievement, you do not need to hire Tarosh Emlek because you only need to change the settings before starting a new game on the easiest you can do. Ideally you wanna use your own- I mean anyone to boost and expansion is key to win the game. I personally invest much on expanding my planet and colonizing at the Endless difficulty until you get the achievement. It is pretty easy just make sure to do this before the 25th of January like other Amplitude's ENDLESS™ games.
