One-armed robber

before i start,make sure you have the expert lock pick while doing this cuz w advanced and the starter tools it will take ages to complete

theres 2 way to do this and both of them depend on how you wanna do it

1:go to jewerly store,kill all civilians and the gaurds and start lock picking the cases after you done that make sure to restart and repeat till you got the acheivement(theres 25 locks if you only did the jewerly cases,31 locks if you decided to lock pick all doors)

2:go to pegasus art mesuem,lock pick the 4 locks in the entrance door and then wait for the gaurd to go near the door on the left when he just stands there for couple seconds before going back to the right side and while the gaurd is on the left side lock pick the 2 door's and go inside kill the gaurd and answer the pager,theres 6 doors and you can lock pick it from inside and after doing that just reset(this gets you 12 pick locks under a minute if your quick enough,but its the most boring and repetitive method of doing it)
