The first chance to unlock this is after boarding the Retribution after Operation Port Armor (Mission 3). From the elevator follow the right passage past the VR gun range into the rec room and the achievement will unlock as the news cast starts. If you miss this opportunity just check back after any later mission.

This will unlock as part of the third campaign mission - Operation Port Armor. Whilst you will you get the notification that your target has been killed after you breach the bridge of the enemy ship the actual achievement won't unlock until you dock with your own ship at the end of the mission.
