This achievement tends to be bugged in story mode as there is no tape at the exact same location, but I've found an easier way to obtain it. I would recommend getting this achievement in Free Roam Mode, which is unlocked after you finish the story of the game. During the free roam, save before getting the tape at its location in case the achievement doesn't unlock. If the achievement doesn't unlock, close the game and re-open it again. Collect the tape, and the achievement should pop up. Note that you do not have to listen to the music. That is how I got the achievement.
