If you don't get these naturally, the easiest way to farm them is in an Evil DLC game. Play normally until you unlock the 3rd tier of opponents, and can buy out competetors. Once you buy out at least one, leave them on default, so they generate money and growth - then sell your entire factory and fire all workers.

The purchased opponent(s) give you money every market reset, and you have no expenses, so now its just idle to victory.

Unlock the overloard in the evil tech tree in an evil DLC game, then just drop him in a high traffic area. This still counts if you encourage the same worker many times. Its giving out 20 encouragements, not encouraging 20 unique employees.

Also note that he joins your work crew after, and is terrible. You probably want to fire him immediately.
