    I used the depot:

    -app 679860 -depot 679861 -manifest 8700244247474051673

    There was an update on May 12, 2020 which seems to have broken the achievement. This is a depot from 2017; ones from April 2019 probably work just as well considering many got the achievement between that update and May 12, 2020, but just to be safe, I used this one.
