Best way to approach him seems to be with summoner.
Go behind the pillar on the right side corner and summon alot of Dark Knights, since Baliff has AOE that oneshots your minions its best to have 50/50 range and melee ones, cause he also summons his minions so its a very chaotic fight. Have enough health and mana potions to keep yourself alive or healing spells and don't directly face Baliff or you will be 2 hit to him and if you stand in his AOE you will be perma poisoned.
